Change to DTD – CIF and CIFnobold

At present everything below the paragraph level creates an out of context error despite the fact that all the insert macros allow their creation.

  • Adjust the DTDs to validate all structural child elements of these two elements. The adjustment should also apply to the continued lower-level elements as well.

Tested ok, lower level elements inserted fine.

Tested good in DEV for me as well for Bills/Regs/Motions in both languages
