Create issue-based workflow for scoping project proposals

Previously in this repo, project proposals were committed as files. I would like to move to an issue-based workflow instead for two reasons: using issue labels to track the state of the project proposals, and auto-generating a table of projects for quick discovery in documentation.

I realise that this might lose some of the benefit of a PR review for tweaking project descriptions etc. However for this past round, I don't think Min and Georgiana suffered too much without this and using HackMD¹ instead:

Actions to take

• Complete Create a new labelling system for the repo #43
• Complete Create issue templates for the repo #44
• And document in Create a documentation site for our Outreachy workflows, powered by ReadTheDocs #45
