Windows 8.1 fails - windows update failing

I tried creating a Windows 8.1 image couple of days ago and it gets stuck while trying to install windows updates. After lots of googling, I found out one needs to:

1. net stop wuauserv
2. Install https://support.microsoft.com/en-us/help/3102812/installing-and-searching-for-updates-is-slow-and-high-cpu-usage-occurs-in-windows-8.1-and-windows-server-2012-r2
