Product backlog refinement

It´s starts with small backlog refinement.

As this plugin was not really maintain for longer time, it shall be done many steps to bring it more modern (up to date with other Jenkins components).
note This is not a negative review. The plugin is great feature and my many thanks to all developers, who has contribute here.

But anyway I thing the best to re-start development here is , communicate with community and find the top pain points and focus on progress.

My first proposal is to create Git-hub project named lockable-resources-board. Here can be dropped all issues and planned in simple way.

My focus will be on:

• Modernize plugin - see also https://www.jenkins.io/blog/2022/09/21/improve-a-plugin-tutorial/ . This is a must have, to improve further automation tasks. Special thanks to @MarkEWaite and @darinpope The tutorial is awesome.
• Fix security issues. Must be done ASSAP after first step.
• Improve current documentation. This will be on going process.
• Check open PRs and try to finish / close it. So we get more or less clean base.
• Fix open bugs.
• Develop open feature requests.

I know it is hard and many work. I am developer and do not like management overhead. But without clean plain and vision (or mission ;-) ) it will be hard to move here.

So I think it is enough with the chaos here. In my daily business I am sw-test-automation engineer (but more like a dev-ops). I was participate on many projects as developer too. And I (as many other developers too) hate dashboard caring and the whole project things.
But currently I see, how important is a project manager! This plugin is very cool, and it was done very good job here. Do not understand me wrong. But so many open issues, almost closed PRs make the overview terrible.

Therefore I added to all open issues and PRs the label Triage and added all into milestone Triage

It will be fine, when somebody can help me to clarify all of the open points here.
Everything else makes no sense, because we bring more chaos here.

This does not means, that no body can contribute here. Or that I will no more contribute here. It means we need clear idea and state.

Therefore call to all @jenkinsci/lockable-resources-plugin-developers please help me to clarify all the historical issues (PRs)

One more thing, please when new issue is open, assign there this project
In case, it sure what is to do, move the Item into backlog.
It means it shall be sure how to reproduce the steps, or what shall be improved. Please also assign proper labels.
In case we work as a team, we can also assign it into some milestone.
And when you start with some item, please assig it to you.
So everybody can see what is the current status qou.
