Utilize Storage Scopes to add a custom Downloads folder

Additional context

It would be great if Jellyfin on Android would allow me to use storage scopes to select a custom Downloads folder. Issue #479 was closed under the fair assessment that it would be an unnecessary permissions request. However, I think storage scopes may solve this issue.

To keep privacy in mind, a simple text recommendation would suffice in my mind. The description could include a link that includes more information about how to properly use storage scopes.

I agree, this would also make it simple for the app to show if the media was downloaded on your phone and open it directly from there.
