automate and add database prebuilds to ci

prebuilds are currently built manually and take a long time. these should be automated and part of the github ci

Additional context

the reason these builds aren't automated yet is because of the time it takes to build one (>12 hrs on 1 core). So github ci limits should be taken into account and self-hosted workers might be needed
