Tienen API que debería servir para encontrar nuevos repos públicos, pero IFTTT no tiene integración con esa API, hay que ver si hay forma de sumar APIs de terceros a IFTTT (no parece abierto) o si hay que hacer un bot de código aparte que mire cada tanto gitlab y mande a twitter.
