We should try to figure out a way (probably using the LSR data) to create hazards that occur within a certain radius of a given LSR. For example, if a team is within 3km of a hail report, they would trigger the hail hazard, which we'd need to figure out what that would be. Or if they travel in an area where there are/have been flood LSRs, they would be more likely to experience a washed out road, or get stuck in the mud (if they're on a dirt road). Using the LSR data would give us lat/lon points to base the location-based hazards on.
This would likely build on #5 for location-dependent actions, but we'd need to factor in time as well.
