cilium-olm pod CPU usage - Cilium 1.3.8 #57

The cilium-olm pod has the highest CPU usage of all the pods in the cilium namespace -- at idle and under-load the cilium-olm pod is the top consumer.

Here is a visual showing the cilium namespace, while under load.

I don't have any profiling data (pprof), but I wonder since this is using the helm operator if we expect this sort of high cpu usage?
