We should use iRODS zone reports to set up iRODS zones. This would include installing and configuring plugins, ensuring catalog consumers are present with appropriately attached resources, and federating multiple zones. This would enable the ability to reproduce an environment given a zone report.
Some foreseeable challenges:
Secrets are blanked out in zone reports, so we still have to generate these (zone key, database password, etc.)
Hostnames will either have to be substituted or set on the actual containers as aliases in the Docker network
A zone report does not include the zone report of remote zones, so reproducing federated environments will need to include multiple zone reports
