Publish annotated documents to PubAnnotation

Is your feature request related to a problem? Please describe.
After importing text documents from PubAnnotation and annotating them in INCEpTION, it would be nice to also be able to share the annotated documents back to PubAnnotation.

Describe the solution you'd like

• Extend PubAnnotation repository settings in INCEpTION to accept credentials required to log into PubAnnotation
• Allow setting a project name in the PubAnnotation repository settings - this is the name of the project to which annotations are published
• Add a button to actually publish the annotated documents - publishing either create a project of the given name or overwrite an existing one
• Implement an extended PubAnnotationWriter which supports arbitrary spans, relations, and primitive features (maybe also already chains and slot features) (See: Generic support for PubAnnotation dkpro/dkpro-core#1319)
