Did you finally get to solve this issue? I have the same problem with the cv template from Deedy.
Thank you for sharing with me the approach you followed.
Unfortunately it would seem the accented caps are simply not included in the Font.
So as long as the font is not updated to include them, it will remain impossible to workaround.
Thanks Rémi. In fact, I used the same font in another document, a very simple one, to prepare my motivation letter in french, and surprisingly it worked nicely. I have to mention that I just used the font style with no futher settings. So I think the accented caps are already there, but I have no idea why I cannot get them working in the CV document.

It would seem that Raleway behaves unexpectedly when accented characters are forced to small caps:
As you can see, even though their upper case counterpart exists in Raleway, they are not rendered, and smaller case are displayed instead.
