Add AMD ACCL and AOCL support to configuration stage

Trying to compile HPL 2.3 with GCC 11.3 and AMD AOCL 3.2 on my Zen2 workstation. It looks like the HPL configure script doesn't recognize AOCL yet. Can support for this library be added?

Also, the configure script somehow thinks AMD AOCC clang is GCC and bails out when it finds out that the compiler flags are different and thus cannot create executables with it.

in case of such problems, you should append a configure.log, because it's not trivial to figure out what's going on.
