Allow track sections to disable/enable track numbers

If a track section has track numbers disabled (either individually or by inheriting from the album), it does not participate in track numbering. Track sections that do have track numbers count up continuously (barring manual resets: #197), and numbering "skips past" the sections that have track numbers disabled.
