Visibility issue with catalog_admin and catalog_create permissions hinders Product Store addition for users.

Expected behavior

The catalog_admin and catalog_create permissions should be visible and accessible for the appropriate security groups to facilitate the addition of product stores for users.

Steps to reproduce the issue

Log in to the App as admin user.
Go to permissions tab and create a security group with user app view permission.
Create a user and link this newly created user with newly created group.
Logout the App and login with this new user.
Open any user card for which the product stores are not added.
Try to add the product stores for this user.
Observe the issue.
