Display defaults to 50 Hz refresh rate

The display settings show that the monitor is set to 50 Hz refresh rate. I haven't found a way to chance this. I've tried remoting into the environment on windows and android. Neither monitor or app used to remote into the environment impacted the refresh rate.

I believe this locked refresh rate is causing severe vertical tearing. My connection to the docker container isn't an issue. I believe it might be related to Xfce, but I am not sure. I found that disabling Compositor seems to improve latency, but had no impact on the tearing.

I'm aware of the screen tearing but I'm not sure if it's related to the 50 Hz that the display settings shows. I'll try to find the cause and fix it.
