New annotation - @ConstructionNotice

Create new annotation "Construction Notice" or similar. Use this the indicate refactoring job is due to happen at some point. Maybe with an optional date parameter.

This will allow us to mark throughout the codebase a refactoring that needs to be done app-wide, but that does not need to happen all at once. The annotation can then be searched on, and each instance tackled separately.

This allows keeping track of long term refactoring or architecture changes across the codebase
