Use IDs instead of labels for filtering #402

E.g. the filter for "Öffentliche Bibliothek" gives back incorrect results with labels.

8955 results with the currently used label query: http://lobid.org/organisations/search?location=&from=0&size=20&q=*+AND+classification.label.de:%22%C3%96ffentliche%20Bibliothek%22
8630 results with the ID query: http://lobid.org/organisations/search?q=*+AND+classification.id%3A%22http%3A%2F%2Fpurl.org%2Flobid%2Flibtype%23n33%22

The problem is that the label query also includes the classification type n36 "Öffentliche Bibliothek für besondere Benutzergruppen" to which 325 libraries belong, see http://lobid.org/organisations/search?q=*+AND+classification.id%3A%22http%3A%2F%2Fpurl.org%2Flobid%2Flibtype%23n36%22.
