In the Arabic edition the numerals hard-coded to the unicode points in the ranges U+0660 to U+0669 representing the eastern variation of Arabic numerals, which will prevent some user agents from applying the user preference for viewing the Arabic numerals in the variation of their choice.
By encoding numerals in the basic/Latin range of U+0030 to U+0039 representing the western variation, Arabic users users can choose in their client application whether they want numeral displayed in the western or eastern variation.
