The article-name part of the URI is not considered by twitter (and at least one client I use) to be part of the URI and s left out from being shortened and/or linkified.
See for example:

and
https://twitter.com/aGharbeia/status/887388263371210753

Maybe it's better to shorten URLs by the application before composing the tweet, which should also help in assessing the length of the tweet since shortened URI have a fixed size.
Or
URLEncode them before submitting to Twitter.

Or even better: change the pattern of the local link / element id to an all-Latin identifier.
