Lease Acquisition and Management

Requested Enhancement

Leases should be flexible and able to be acquired from the same process (PID) by the same user multiple times without blocking.

Business Need

When multiple clusters are involved in a deployment, certain tasks may need to reacquire the same leases either inadvertently or intentionally.
