With down drag set to 6-command PANEL on text, ctrl/shift down drag ignore their custom action and follow PANEL setting set forth in direct drag. See blow example.
down drag on text set to PANEL - resulting action = PANEL
ctrl+down drag on text set to Twitter - resulting action = PANEL
shift +down drag on text set to Wikipedia - resulting action = PANEL
The last two should open to Twitter for ctrl and Wikipedia for shift.
