Similar to how we are selecting a timeframe in water level specific view, add timeframe selection to observation based graphs.

Max 1 month of data at any one time

'Max 1 month of data at any one time` is my initial thought on how we should manage server load, but maybe we enable to load more by chunking things, or just send it and let the server suffer.
