Individual buoy zoom

Click on a buoy and it should zoom into that buoy

Questions:

• What to do if use has already selected a region?
• How close do we want to zoom? (keep some coastline but are we zooming in the same for each buoy 44011 vs F01?)

I think we will generally want to only zoom to a buoy if the user initially loads it directly by URL, rather than navigating to it from home, regions, or another map.

What about finding the smallest region that contains the buoy and zooming to it's bounding box?
