Issue with uploading empty files

Describe the current behavior
When I try to upload an empty file, the loading freezes without any message.

Describe the expected behavior
I think there should be a message that the uploading empty files isn't available or the file should be uploaded properly

What web browser you are using
Chrome

Additional context
It occurs in the local runtime deployed via Docker on Windows

tested and this works for the managed runtimes, we think this might be a jupyter thing. thanks for the report!
