Current Behavior

The auto-label action is classifying GitHub workflows changes as api: workflows.

Example GoogleCloudPlatform/nodejs-docs-samples#3747

Expected Behavior

No product label added based on the path .github/workflows. A sub-directory of this could specify a product, and in that case an API-specific label could be a fit.
