License file encoding format incompatible with some build tools #2

I have a build tool which reads the License files of all my swift packages which breaks on this License file due to the encoding.

All other license files are encoded us-ascii (UTF-8) but this one is encoded UTF-16LE

Would you be able to change the file encoding to UTF-8 to match the more commonly used encoding?
