Enabling notification via GITLEAKS_NOTIFY_USER_LIST

The GITLEAKS_NOTIFY_USER_LIST documentation says it will send notifications to the users "if their GitHub notification settings permit it". I feel like this is probably obvious, but how exactly do we permit it? I'm not sure which setting I need to use to allow these notifications.

When GITLEAKS_NOTIFY_USER_LIST: '@username' is configured, no email notifications are received.
Please specify what permissions should be configured for these users to receive notifications.
