Error message of "The database may be too new for the QL libraries"

When I executed any C# test bundled within CodeQL, I got the following error:

Could not evaluate queries in vscode-codeql-starter/ql/csharp/ql/test/query-tests/Likely Bugs/BadCheckOdd: The CodeQL database at vscode-codeql-starter/ql/csharp/ql/test/query-tests/Likely Bugs/BadCheckOdd/BadCheckOdd.testproj
is not compatible with the QL library vscode-codeql-starter/ql/csharp/ql/src/Likely Bugs/BadCheckOdd.ql uses.
The database may be too new for the QL libraries the query is using; try upgrading them.
Alternatively, running 'codeql database upgrade vscode-codeql-starter/ql/csharp/ql/test/query-tests/Likely Bugs/BadCheckOdd/BadCheckOdd.testproj' with an appropriate --search-path option might help.

Then I followed the guide to install a brand-new copy of VSCode, latest CodeQL extension 1.3.9, latest CLI 2.4.1, and latest vscode-codeql-starter from GitHub with submodules included, but I still got the same error.

However, test cases of all the other languages including cpp, java, javascript and python still work. I'm wondering whether some C# changes caused the problem. I doubt it's related to my local environment since C# queries worked for me several days ago and suddenly stopped working after I checked out the latest QL for one java query I had worked on.

After downloading the latest CLI 2.4.2 and the ql submodules, now it works.
