Test data capture process

Fill out this issue: list manual test steps for testing the flow from receiving a data capture file on the server (in the captures folder) and then seeing if the process.py turns that capture file into rows in the data table correctly. Then turn those steps into documentation for moving test_data files around and/or automatically testing this process.
