Way to set a VI without a Block Diagram

There is a use case where one may want to set a VI without a block diagram, such as a VI inside of a PPL, as the Top Level VI. Any VI that is not editable (ie no block diagram) cannot invoke Quick Drop. Another way to set the flag will be required for this scenario.
