annotate tools with reference data needs #25

It would be nice to annotate tools that use "reference data" in some way.
Destinations that can not offer those external datasets can then reject those tools.

What do you think about adding a external_data tag to the tools like kranken, bwa, bowtie, gemeni and co?

I think that makes sense. Will there be different classes of external_data? Or are we referring to anything using cvmfs data?

It's a good question, I was currently only thinking about cvmfs.
