Goal: Analyze Gen3 datasets in place using Galaxy tools/workflows

Approach:

Use Gen3-FUSE for dataset access
Extend ObjectStore to use Gen3-FUSE data when needed for analysis
Extend tools to work when metadata not available OR develop library to create Galaxy metadata for inclusion in Gen3
Persist user file names.
