Add explicit citation for Galaxy in the "Export tool citations" page #19362

Citations for Galaxy should be included with the tool citations. My thinking is this: if someone is at the "Export tool citations" page, they have obviously used Galaxy and should include a citation for Galaxy proper. Additionally, it is reasonable to include a hook to include the site-specific citation. While I think the "how to cite Galaxy" link can remain, getting the users who will just copy and paste the given citations and move on would be good.

I'm not against this, but here's a potential counterargument. Right now a user is likely to read the top line on that page and click the "How to cite Galaxy" link. If we provide that citation together with the tool citations on that page, they might end up just copying it instead of following the link. As a result, they would miss all the information that page offers, including how to cite a specific Galaxy, as well as its specific features or components, training resources, etc. I'm afraid we might miss potential citations that way. If anything, I'd make the "How to cite Galaxy" link more prominent on the export citations page; maybe even make it the first line in the list of tool citations?
