The readme for the link https://galaxy-upload.readthedocs.io/en/latest/ that we highlight heavily reads to me like it is for developers with Python and container experience and not bench scientists. @mvdbeek has noted that it should just appear once and then disappear and I think that holds completely. The way we highlight it really looks like we're trying to funnel people toward a CLI that doesn't have training material and isn't really designed for advanced upload fetch features that I think are important (collections, metadata, fetch/test/ephemeris YAML).

I think https://training.galaxyproject.org/training-material/topics/galaxy-interface/tutorials/upload-rules/tutorial.html should be highlighted first and they both should disappear after one view.

I tried to put the message in a bootstrap vue carousal with the existing one but that doesn't handle the disappearing (presumably using local storage or user preferences of some kind?) and I couldn't get it to render well.

        Galaxy can bulk import lists & tables of URLs into datasets or collections using reproducible rules
        (<a href="https://training.galaxyproject.org/training-material/topics/galaxy-interface/tutorials/upload-rules/tutorial.html">more information here</a>).

I think the Rule Builder is also an advanced topic but we have put together two large, in-depth tutorials aimed at the bench scientists and I think they would be a deserving highlight and target our UI users a little more appropriately.
