[sql-server-management-studio] dependency on vcredist2017 #107

As per Espen's package comment:

I'm getting errors when installing (Windows 10 20H0 using Intune / Autopilot, Self Deploy)
It is complaining that "Visual Studio 2017 Redistributable" needs to be installed.
running "choco install vcredist2017" before installing Management Studio fixes it.
