Update UI to reflect new design

The UXIT team at the Filecoin Foundation did a full review of the user flows for the app, and we'd like to update the UI to reflect their recommendations. Each issue in this design will be broken into separate tickets and linked in the tasklist below.

1. Add landing page including FAQ
2. Ensure keyboard accessibility
3. Create color coordinated status badges for proposals, including separate badges for accepted and rejected.
4. Change UCAN Delegates button to Connect GitHub
5. Align branding with Filecoin branding (blue buttons, Filecoin logo, etc)
6. Update links and logos in footer
7. Display Github usernames and icons instead of wallet addressess when possible
8. Reformat vote list to match designs
9. Update "Message" info to "Details"
10. update proposal creation flow

Please ignore the following suggestions in the UX recommendations:

Prevent duplicate voting and inform users if they already voted and attempt to vote again.

duplicate voting is allowed, as long as only the most recent vote is counted

Display a message informing users without tokens that they need to have tokens to be able to vote instead of a generic error message.

This has already been addressed

Consider including an abstain option and indicating the number of votes cast.

We do not want to support abstentions
