User feedback:

”I tried to submit Q1 2024 original report from FEC File online. Looks like it did not go through. The status is showing as submission failure. I did not receive any email for the rejection or submission failure of Q1 2024 original report. Before filing it from FECFile online I submitted Q1 2024 original report for the same committee from FEC File software. In such scenarios do I have an option to fake upload the original Q1 2024 report from FECFile online to reflect as if the original has already been filed so that I can file an amendment from FECFile online for the same report?”

Design

This attempt to file the same report brings up several issues:

  • Error handling: User did not receive an email confirmation about the submission failure message received in the application. Ryan and Ken are investigating.
  • Can’t file a report twice: While this was just part of testing, it brings up the potential issue about a user who has filed previous reports wanting to use the application even though we will first attempt to encourage only new committees begin to file in FECFile online. This could be an attempt to bypass the lack of an upload or to compare how both applications report the same thing. Even new committees may attempt to file in both places to compare. There are planned discussions to determine how to limit who creates accounts programmatically.
  • Prevent report creation: Need to consider what additional information sharing needs to occur between EFO and FECFile online and scope out the work to prevent a user from creating a report a second time.
