[User Feedback] System to allow user to select 'None' as a State when creating election-related Form 3X Reports

Business Reason

As a user, I would like the option to select ‘None’ (instead of selecting a State) in the ‘In the State/Provimce of’ when selecting an election-related Form 3X report, so that I can file my report that is not state-specific.

Acceptance Criteria

Given Create Report feature

When I select on of the following report types:

• 12-DAY PRE-GENERAL (12G)
• 30-DAY POST-GENERAL (30G)
• 12-DAY PRE-PRIMARY (12P)
• 12-DAY PRE-RUNOFF (12R)
• 12-DAY PRE-SPECIAL (12S)
• 12-DAY PRE-CONVENTION (12C)
• 30-DAY POST-RUNOFF (30R)
• 30-DAY POST-SPECIAL (30S)

Then I should be allowed to select/enter ‘None' in the ‘In the State/Province of’
