Mock up unverified filer datatable

What we're after:
Create a preliminary design for the unverified filer datatable based on existing data and information. This preliminary design will be used as a visual for the discussion to go over data requirements and any other changes that may need to occur.

• Design front-end unverified candidates and committees #1556

Action items:

• Mock up datatable and related pages/changes
• Conduct meeting with stakeholders and make design changes to mockup
• Document data requirements/needs

• Mockup has been designed along with documented data requirements

We are no longer pursuing a datatable at this time. Instead will spend development time:

• Fixing the broken links in the unverified filers spreadsheet so that customers are taken to a prefiltered view of the filings datatable and remove the extra step of searching again by candidate or committee ID.
• Updating the name of the spreadsheet to say "False and fictitious filings" instead of "Unverified filers"
