Set up Arm64 CI jobs for Velox

I'm from Linaro(An Arm open source organization), and we work with Arm folks to build the bigdata software ecosystem.

Velox is definitely a very important component we want to help. I do see that some of my friends from Arm has posted Arm64 related patches to Velox. I'd like to know that is this CircleCI Arm64 work still inside Velox upstream's scope? We are happy to help and collaboration with the CI works set up on Arm64.

If there are some machines resources is need, please also let me know and I will try to sort out.

I believe GitHub CI supports arm64:

Thanks @zuyu. This is running on Macos which is slightly different with Linux environment. We can contribute some resources for github CI on Arm64, not sure how many resources is needed. After I get the estimation number and capability, I can continue to proceed this process.
