Make export of the container reproducible

Background

• At the moment, the export if the container uses the tar command line
• However, tar is not reproducible by default
• Often, we build the container from the docker images only, they are self are not reproducible, but they are available on a container registry after release or push
• So, the goal is to produce at least the same tar if you use the same docker images, because this can improve the debugging of container issues at the container, because then at least the checksum are the same.

Acceptance Criteria

• If the docker images the same, we produce reliably the same tar.
