Currently we hardcode block time to 2, but Ink has a block time of 1 on their testnet. Since this is configurable per chain we should make ours dynamic per chain. In this scenario, the block time can affect the calculation of LatestL2HeightFromL1Header here.

Definition of Done:
Block time is dynamically generated from the registry in Supersim.
