Currently nested.just only supports a 2/2, and it hardcodes naming assumptions, like "Council Safe" which is confusing, as some playbooks are 2/2s between Base and Foundation. Additionally, there may be needs to support other safe configurations like a 2/3 or 3/3. Let's update superchain-ops to support this as well
