enable DD exception replay for APM

datadog has error tracking exception replay as a new feature for APM only, using the DD_EXCEPTION_REPLAY_ENABLED attribute of the log handler. It samples (so it doesn’t capture every production variable in a log storm), and redacts sensitive information based on this list of identifiers.

Acceptance Criteria:

• Enable this in our DD log handler (via edx-internal) for backend services
• Tell teams about it so they can enable it for APM services
