Confluent terraform v1 deprecation

As of November 4, 2024, the Confluent Command Line Interface (CLI) v2 and Confluent Terraform Provider v1 are deprecated.

In accordance with the Confluent Upgrade policy, support for these older versions will end in 180 days, on May 3, 2025.

We will need to do the upgrade/conversion. It seems like the biggest change is to move confluent_schema_registry_cluster from a resource to a datasource: https://registry.terraform.io/providers/confluentinc/confluent/latest/docs/guides/version-2-upgrade

There will need to be coordination with SRE to ensure the terraform state gets updated correctly in the migration.
