User group-limited/specific challenges

Some user groups (e.g. sponsors) might only need certain challenges.
This allows us to balance the points better by providing sponsors with a list of challenges they can provide while not clogging up everyone else's challenge lists.
Should be implemented by adding a field to the prisma Challenge model.
