Description
The Windows ProgressBar control has an animation glitch when the Value property is reduced. The left side of the bar appears to move briefly which is very distracting.
Steps to Reproduce
Run the project at https://github.com/NeilMacMullen/ProgressBarBug and target Windows. When the application starts up it will display a ProgressBar and start reducing the Value property.
