[Windows] MAUI Label alignment not same in Windows 10 and Window 11

Description

When set Label's FontFamily as null or default(string) , text alignment not same in Windows 10 and Windows 11.

Steps to Reproduce

1. Run the attached sample on both Windows 10 and Windows 11.
2. Observe the text alignment: the text does not appear the same on both versions. On one, the text is positioned too low(windows 11), while on the other, it is properly aligned(windows 10).

This issue has been verified using Visual Studio 17.13.0 Preview 2.0 (9.0.21 & 9.0.14 & 8.0.100). Can repro on Windows platform.
