doctl auth init connection refused

Describe the Issue:

Environment:

• doctl version: doctl version 1.100.0-release
  Git commit hash: 86fc331
• OS: Ubuntu 22.04.3 LTS on WSL 2
• Installation method: Snap package

Additional Details:

Seems to be trying to use IPv6 exclusively, and won't fall back to IPv4? IPv6 is on (by default, I believe) in the WSL instance but turned off for the Windows host.
